What about the 1951 land reform?
- it was only a middle caste reform
- only syrian christians, nairs and muslims benefitted
- this effectively lead to a strengthening of the caste system by amplifying the hegimony of the shudras
- landless peasants (dalits, adivasis, etc..) were completely excluded
- leading to them living in ghettos called as "colonies"
- land ceiling was 20 acres. but not applied to "estates". "estates" were 60% of the arable land.
- many landlords, who had cash crops, self-designated their land as estates to get around land ceiling
- land reform is usually associated with a jump in agricultural productivity, but we see this hasn't happened significantly
- 2 lakh families are completely landless (and homeless) even now.
- former "estate" land is lying unused. huge land. huge landless people.
- due to middle caste hegemony, CPI/M have ignored/de-prioritized distribution of the "extra-land" even after decades of rule at state Government
Thus it is a very incomplete and inadequate "land reform" which cannot be called as a "peasant revolution"
